1. ROLE:

Depaul is a values-led organisation working with a number of services
throughout the Republic of Ireland and Northern Ireland. In this role,
the post-holder will support the SHDL in the delivery of the Depaul
Housing Association (DHA) development pipeline

2. KEY AREAS OF RESPONSIBILITY:

PROPERTY DEVELOPMENT:

* Follow through to completion the acquisition and refurbishment of
properties already in the development pipeline
* In consultation with the SHDL and Depaul Services colleagues,
identify and negotiate new development opportunities
* Preparation of development scheme briefs for submission to the DHA
Board of Trustees for approval
* Submit CAS and CALF funding applications to the relevant local
authorities with whom DHA is working
* Instruct solicitors to act on behalf of DHA in property/site
acquisitions
* Organise valuations and survey reports as required
* Appoint and liaise with design consultants in regards to property
refurbishments
* Understanding of, and experience of, working with
multi-disciplinary design teams
* Monitor the progress of developments including attendance at site
meetings
* Establish and maintain strong working relationships with external
stakeholders, local authorities in particular, to promote DHA in a
positive light and create new business opportunities
* Liaise with Housing Management colleagues through defects
liability periods, ensuring any defects identified are attended to

FINANCIAL:

* Prepare scheme cost breakdowns and complete CAS application forms
and CALF & P&A financial modelling spreadsheet and application forms
* Liaise with colleagues in Finance in relation to cash-flow
forecasting and drawdown of grant funding
* Approval of construction cost invoices and consultants’ fees
within prescribed limits
* Ensure tendering procedures are carried out fully in accordance
with EU Procurement Guidelines
* Preparation and submission of claims for the drawdown of the
balance of CAS funds and CALF/HFA funding
* Property Handovers
* Keep Housing Management colleagues apprised of progress in regards
to timescales for properties being handed over ready to let
* Collate all revenant certifications relating to property
refurbishments/builds
* Asset Management
* In conjunction with Housing Management colleagues, ensure that
properties are maintained to an excellent standard and in compliance
with relevant Health & Safety standards
* In conjunction with Housing Management colleagues, arrange for
periodic stock condition surveys to be undertaken to inform the
Association’s Sinking Fund requirements

MAY BE ADDED OVER TIME AND FLEXIBILITY TO COVER FOR OTHER STAFF ROLES
IS REQUIRED FROM TIME TO TIME.

3. PERSON REQUIREMENTS:

* A minimum of 2 years working in a development role within the
social and voluntary housing sector or similar environment (ESSENTIAL)
* A full driving licence and use of a car (ESSENTIAL)
* A relevant third level qualification in construction, project
management on construction projects, QS, design housing or equivalent
would be a distinct advantage (but not essential)
* A minimum of 1 year of regular use of IT systems with a good
proficiency in Excel, Word & databases (Essential)
* An ability to work both independently and as part of a team
(Essential)
* Good organisational and time-management skills (Essential)
* Experience in working with other support providers i.e. Housing
First & SLI (Desirable)
* Understanding of why people become homeless or may be at risk of
homelessness and the issues they present with, particularly in
relation to substance misuse (Desirable)
* Respect for the values and beliefs of Depaul and its founding
partners (Essential)
